The dog was named Parrot. This was taken moments before Parrot was murdered by the cop. The cop drove his knee into the middle of Parrot’s back while stretching Parrot’s forelegs behind him, as one would do with an armed criminal. Without waiting to determine whether this technique would calm Parrot, the cop grabbed Parrot, lifted him off the ground, and brought him to the top of the concrete staircase. He threw Parrot over the banister, down twelve steps, and onto the concrete floor. Then, the cop stood at the top of the stairs, drew his weapon, and executed Parrot. Aaron, the animal’s owner, cannot recall the number of shots fired. Witnesses state that Parrot was not harming anybody and was simply frightened by the cop.

UPDATE – Last Sunday afternoon, Aaron Block brought his two-year-old Pit bull mix to the Adam Morgan Festival in Washington,DC; a family oriented street festival celebrating the area neighborhoods, artisans, street vendors, and businesses. As Block walked up 18th Street with his rescue dog Parrot, Sheila Martins and her Bichon-poodle mix walked by, Parrot attacked the smaller dog. Block was able to separate the dogs and was subduing Parrot when the police arrived.

The story now takes on two conflicting sides.

According to Block, Parrot was calming down when the policeman came over, grabbed the dog and threw the dog over the steps. The dog was getting up, and the officer shot him. He’s a ” very people-friendly dog with absolutely no bite history,” stated Block about the dog he was fostering from Lucky Dog Animal Rescue.

Officer Scott Fike, a 25 year veteran fired one shot at Parrot killing the dog and claimed the dog started running at him to attack. Jacob Kishter, commander backed up the officer’s story. Police witness Tony DePass, a former DC police officer also stated the dog was charging.

Now according to multiple eyewitnesses, ” Parrot had already been subdued and was being held securely by his foster Aaron Block, when the police arrived on the scene; Parrot was not ‘out of control.’ Lucky Dog Animal Rescue states the dog did not charge officers either. ” The dog was just getting to his feet when the officer drew his gun and opened fire without provocation.” Eyewitness, Jennifer Naideth, a festival participant supported Block’s story, and called the dog killing ” so unnecessary and so violent.”

    This is humanity at its lowest. When the people we trust to serve and protect betray us, you know that the world is not ok. This is plain brutality. I know that if my dog was taken from my hands and crushed to a concrete, I would not stand by for even a second. That is my dog, my friend, and so help me god I would risk my life to keep him safe. How can you throw trust back into someones face like that? That cop abused our trust, and that dog trusted his owner to help him. I get that some people are afraid to act, but I still feel for that poor dog. I live in Northern Ireland and our police haven’t gotten the best reputation, but I still trust them, and they try. I actually know quite a few of them and two of my friend’s fathers worked as officers. They are valiant men, who would be disgusted at this. Just because a pet or any animal doesn’t share your intelligence or species, does not mean have the right to abuse them. A life is a life, no matter what, that does not change. No one should have right or authority to take a life away, period.

    Here we have a photo of the dog pinned. Unfortunately and even though I believe it’s true, we don’t have a photo of him under control by the owner. prior to that. So let’s go with what we do have, at the moment the dog was pinned, he was under control. That said, it isn’t hard to wrap a shirt or coat around the dog so it can’t bite and wait for animal control. But instead, something happened after the brutal & injurious pinning, and the dog was thrown down stairs and then shot. Completely uncalled for in my opinion, and that officer should not be employed in such a position. He obviously does not possess the patience to remain cool during what may be a stressful situation, and/or he felt like playing white knight for those few onlookers who were hoping the dog would go down or something more exciting would happen. My votes in for the latter. Just because someone passes the tests in the police academy it doesn’t guarantee that they will handle everything in an ethical manner. Lastly, I find it VERY interesting that a GROWN man, who’s trained to protect himself, would be so afraid of a dog, a DOG, that he’d pull a gun on him. Seriously? I am a woman, and I wouldn’t pull a gun on a dog that was charging me, IF that dog, which I doubt. A gun against a DOG? Seriously? If you are trained, as police are, it is so easy to defend yourself against any dog that size, even a pit, without using a gun. When I read this article, it depressed me. What our world has come to in America anyway, it’s just sickening and I’m glad that I’m not leaving children behind to live in it. Especially if this is where it’s headed. No respect for any living thing except humans? As IF we are so much better than everything else?  Hrrrmph.       I totally agree, the dog was defenceless, he quite easily could of pinned the dog CORRECTLY and restrained him until animal control arrived but no, he wanted to be the hero. And after pinning the dog he continued his cruel act by throwing the dog down concrete steps, and then shot the dog, so he couldnt of been that scared as he CARRIED the dog up the stairs to throw him down… HE SHOULD BE HUNG!

    First off, who brings a dog, especially a breed that many people are afraid of, to a demonstration with thousands of people and the possibility of mayhem, etc breaking out? Taking animals and children to these is unacceptable.
    Secondly, considering that almost everyone has video cameras on their person, I do not believe anything unless I see the video to back up the claim.
    Thirdly, they can’t decide how or what happened. Every “eye witness” has a different tale to tell, and each is way different than the other.
    The blame for this dog’s death, does not just lie with the officer, it lies with the owner who should never have brought the dog. 
    I agree with what they demonstrating against, but I am opposed to the way they are doing it. I am tired of these people claiming officers are acting unjustly, when they cannot show proof that they are peaceful demonstrators. The few videos I’ve seen, conveniently edit out the actions prior to police actions. If you really are peaceful, if you really did not provoke the police, then why edit the videos? Bringing axes, rocks and cans of paint only prove they are not there to be peaceful. Vandalizing private property is not an act of peaceful people.

    The cop obviously intended to shoot the dog because he threw an already aggitated dog down a stair well with no means of blocking his return.  Anyone who knows dogs knows that when they’re in that state of mind, further injury will only escalate the issue.  Throwing the dog knowing he would run back, aka “charge,” is a way of staging an excuse to shoot.  I also don’t blame the dog for snapping because you can clearly see in the picture that the cop had ALL of his weight on the dog.  The cop has to be at least 3 times more heavy and that had to hurt.  What do we do when someone’s hurting us?  Lash back.  Lastly, no one has commented on what the poodle may have done to start the fight.  Dogs send subtle signals to each other and for all we know, the poodle instigated.  Not saying it did, but it appears no one has considered the possibility.  I understand that a pit bull coming from a rescue most likely has a jaded past.  However, a determination about Parrot’s disposition should be made by animal services…not a trigger happy cop.  Small dogs do get killed by larger dogs with bad owners and it’s a problem, but again…animal services should have had a chance to investigate.  I wish cops had…and utilized…more humane options for situations like this.

    Wow, people are so polarized on this issue. I think we can all agree on some basic points. Not all dogs from ‘dangerous breeds’ are evil. Not all cops are brainless thugs. When we assume that an issue falls within the parameters of our prejudices, without a full examination of the facts, we are working to preserve stereotypes. Cruelty is bad. But that doesn’t mean that what appears cruel on the surface, either the dog cruelly attacking the small dog, or the cop cruelly attacking the dog is what it initially appears to be. Most of the posts on this topic that I have read seem to be emotionally based reactions to what they perceive to be a stereotype (all cops are pigs, all pit bulls are dangerous). As in most things, I believe the truth lies somewhere in the middle.

    Wow, the funny thing is, none of you actually know anything about this, since none of you were there (and there were equal numbers of witnesses that “saw” both versions of the story), and 2, if you laid a hand on him, you’d not only be charged with assault on a cop, but hate crimes too since he’s gay.  Most of you sick fucks that want to hurt him are probably homophobic as well, so I guess you’d still be cool with it.

      No Rod,..most of us ‘sick f**ks are angry because the use of force was unjustified. I didn’t know the cop was gay but it doesn’t matter. Police are trained to use what they call “use of force continuim”,..and he had sever options before choosing deadly force.  The frustrating point this story brings out is the apparrent escalation of similar incidents of ‘bad judgement calls” used ever more frequently by law enforcement. All it takes is one or two bad apples in every department to make it harder for the cops who do manage to “protect & serve”. Bottom line is ..the shooting wasn’t justified.

    I don’t get it. This dog attacked another dog without provocation in a public family venue. The article states the dog was a rescue dog so we really don’t know the dog’s bite history in spite of the owners stating that the dog was not vicious. The owner of those dogs who attacked and killed the woman in California also swore that the dog wasn’t vicious. If you are going to take your dog into the public, you need to be able to control the dogs behavior. The dog was seen as a threat and the knee jerk reaction that the officer was wrong seems to be an emotional response to an inflammatory reporting of the events.

      Completely bizarre analogy. The people in Northern CA with the 2 dogs had trained them to kill and are both in prison. Dogs get in scraps all the time, believe me, if this dog was ‘vicious’ that smaller dog would be dead, or at the very least bleeding. Let’s call it what it was, police brutality plain and simple. Cops in this country need to be held accountable for their actions, there are a lot of bad eggs (as we just saw in Oakland) and this is just another example. All the cop had to do was call animal control or let the owner take the dog away. Jesus. It’s a disgusting travesty!

        it was stated in the police report, and by other eyewitnesses, that Parrot had in fact attacked and injured the other dog. The dog was bleeding from his/her leg and Parrot’s nose was covered in blood.

      Your knee jerk reaction is to throw an animal down the stairs ?  I was not there do not know what actually happened so I can not say he did not feel the need to pin the dog down but I am lost at why he would throw the dog down the stairs ????? And are people only ok with this because it was a pittbull? I mean had it been a golden retriever or a chihuahua would they still think it was ok ? WTF

      What’s not to get??? First off you cannot say “this dog attacked another dog without provocation”, even the witnesses say it was unclear who started it. I understand that pit bulls CAN be aggressive and sometimes violent which is why I could understand the use of pepper spray or force to ensure his and others safety if the dog were out of control, but this was so unnecessary and malicious it makes me sick. How is pinning him down for several minutes, then throwing him over a railing and down stairs, THEN SHOOTING HIM IN THE NECK a justified response???!!!!

      Furthermore and it’s not about “controlling your dog in public”,  dogs are dogs, they get in little scraps all the time, especially poodles!! If this (possibly) violent & aggressive PIT BULL wanted to harm that little dog he would have done more than bite his paw, which is the only recorded injury.

      Bottom line there is no excuse and there should be no forgiveness for this “officer of the law”.

        Mega I agree with you. No way can it be justified to throw an animal over a railing and down the stairs. If that had been my dog that officer would be facing assault or murder charges for shooting me because no way would he have had a chance to shoot my dog. Its sad that so many people think dogs and cats etc. are just animals…they are family. So lets hope the officials do the right thing and penalize this jerk for his stupidity and pray he uses better sense when dealing with people.

    It’s dated 12/22/10, but the officer was found UNJUST in this actions and was placed on administrative leave pending further investigation. 

    I have emailed the rescue to see what the latest news was on the whole situation. 

    Looks like his precinct also thought it was reckless to be trigger happy – GOOD!

    I know that dogs are not a good idea to take to public places because this is what could happen, but it sounds like the dog fight was broken up and the cops over reacted. My dog is scared of a water bottle it doesn’t take a gun. I think something should be done about this, cops should not have the last word. They are the part of the community and work for us and not judge and executioners. I get they have a hard job and have to make quick decisions but this seems extreme.  If this cop is not at least reprimanded then I have had it with society. There should be a petition started, lawsuit, complaint, anything. Don’t take this! When will they report what is being done about this?

    https://www.facebook.com/pages/Demand-Justice-for-Parott/144103335631240 This happened in Washington, the dog was a Rescue dog by the name of Parott, the biting and snapping claimed was an unsupported accusation, even the police report stated that the officer had a mere scratch, witness said the dogs handler had him under control just before the Officer pushing him aside and jumped on the dog. As you see by the photo the dog wasn’t going anywhere, but it wasn’t enough for the officer as he picked up the dog and THREW him down a flight of stairs, the dog was dazed (according to witnesses) and was shot by the officer, THIS IS NOT AN OCCUPY PHOTO..this is a Washington Officer abusing a dog, and furthermore ask the other person whose poodle lashed out and began the whole mess..I don’t see officers sitting on that dog

    Do not expect police to put their health and safety ahead of a dog…It took 4 policeman to get the dog and even then it was snapping at them trying to bite them…who knows the dog could of had rabies or anything.       Rabies? Seriously? It was with a rescue for God sake, rabies doesn’t fit into that equation. Uneducated thing to say. Yeah,let’s just kill all the dogs who look at us the wrong way or even worse, have a personality that we’re not willing to deal with. As a trainer myself, there are a hundred ways this could have been dealt with and this was the #1 worst most knee-jerk way to do it. We are a gun crazy society and our cops are out of control. Oakland, case in point.

        It’s a terrible thing that happened, but as you say, you are a trainer who knows “a hundred ways.”  This was a dreadful way to deal with the situation, for sure, but I seriously doubt that police are trainers with “a hundred ways” to calm freaked-out dogs in a packed crowd situation of possible victims.  They have to use what judgment skills they have acquired, most of which have to do with criminal human beings, not dogs, and do so rapidly.  Of course, they can be tragically wrong, but I don’t think it’s proof that “our cops are out of control.”

      Yes, assaulting an officer with his gun out is a totally smart idea that won’t get you shot or arrested, not to mention tarnish the credibility of people arguing in the dog’s favor. Go right ahead and throw yourself on that sword, emove yourself from the gene pool, and leave the rational thinking to the people who actually know how to solve problems without making them worse.
      Also, a child can’t fuck you up with its bare teeth, so no, I don’t think he would have pulled his gun on a kid in the first place, rendering that argument invalid.

        Oy Vey, if I saw someone hurting you and about to murder you, it would not cross my mind,nor should it,that I might go to jail for stopping them. If you saw someone doing this to your own dog,wouldnt you put a stop to it? It shoulnt matter if it is someone who is suposed to be in a position of power,or if the someone being hurt doesnt share your DNA. What should matter is helping someone who cant help themself.
